- I'm planning to make a super platform where all the tools are available and also I can sell the api it's mean I can get large number of traffic. Before purchasing hosting for it. Should I complete make on my own pc I mean complete in local?

You can do development in a local server. Anything production you would want in the cloud which you can start small and add on as you go. Many options have been discussed in other threads before. Do some research there.

yeah, as @ssadvisor mentioned, you develop your website locally, then when you launch online, you should host on a server or using a Hosting service,
